Background

Over the past two decades, the City of Langford has earned a reputation as a forward-thinking and innovative city in terms of economic development. Known for its ability to efficiently navigate bureaucratic processes and cut red tape, Langford has demonstrated a proactive approach to attracting business investments from technology companies, restaurants, retailers, and hotels.

In addition to its innovative strategy for attracting businesses, the City of Langford was the first municipality in British Columbia to implement a one-time business license processing fee. This approach has positioned Langford as an appealing city for business operations. Consequently, Langford has been recognized nationally, receiving accolades such as “Best City for Work” and “Most Resilient City” from BC Business Magazine in consecutive years.

Creating a Langford Focused Economic Development Strategy

Building on these successes, the City of Langford is developing a comprehensive Economic Development Strategy. This initiative will establish a roadmap for economic growth, resiliency, and prosperity. The plan is anticipated to be completed in February 2026.

The strategy will build on Langford's strengths, identify opportunities, and address current challenges to attract talent, investment, and support existing business retention. A focus of this strategy will include community wealth building, ensuring that economic growth benefits all residents and strengthens the local economy for the long term.

What is an Economic Development Strategy?

A municipal economic development strategy is a plan that outlines economic goals, strategies, and specific actions. It guides the City's efforts to foster a supportive environment for business and investment.

This strategy will consider a wide range of factors to maximize Langford's impact, including:

  • Retention and expansion of local businesses
  • Entrepreneurial development
  • Community wealth building
  • Attracting new businesses and investment
  • Workforce development

Community Engagement

The City will work closely with businesses, residents, and other partners throughout this process. Key engagement activities include:

  • Online Surveys
  • Meetings with Businesses, Non-profit Organizations, and Partners
  • Focus Group

This inclusive engagement process will ensure the final Economic Development Strategy reflects the diverse needs and aspirations of the Langford community. Round 2 of public engagement is now open. Please complete the survey by end of day, April 26, 2026.

    Purpose of the Survey:
    This survey aims to better understand the perspectives, priorities, and experiences of Langford residents and the local work force to help shape the City’s first formal Economic Development Strategy. Your input will provide valuable insight into how economic growth can enhance community well-being, local businesses, and improve the quality of life for all who live, or work in Langford.

    Specifically, the survey aims to:

    • Understand residents’ perceptions of Langford’s local economy and business environment.
    • Identify the community’s priorities and expectations related to economic development.
    • Explore opportunities to enhance local employment, services, amenities, and investment.
    • Better understand gaps in retail offerings and consumer spending patterns as it relates to everyday purchases.
    • Support creating programs and initiatives that align with community values and support a vibrant and resilient economy.

    The survey closes end of day, November 9.

    The purpose of this survey is to gather meaningful insights into the current needs, challenges, and opportunities facing Langford’s business community. The information collected will support the development of a comprehensive Economic Development Strategy for the City of Langford.

    Specifically, the survey aims to:

    • Understand the current needs, perceptions, experiences, and outlook of local businesses.
    • Identify priority areas for business support, growth, and innovation.
    • Identify opportunities for the City to support community wealth building initiatives.
    • Inform the development of targeted programs, policies, and initiatives that will strengthen Langford’s economic resilience and long-term prosperity.

    The survey consists of 10 sections. All questions are optional, and completion is estimated to take 15 to 20 minutes. The survey will be available until Sunday, November 9, 2025 (11:59pm PST).
